Dear Payal, He uses a Jigsaw machine to cut the tyre & the wood. He then uses a hand drill to make pilot holes & to screw the wood.
It will be a little tough but a larger hacksaw a hole puncher
& a screw driver will do the job.
Hand paint it.

In order: power washer, drill, jigsaw, another jigsaw (probably a stronger one for the wood or just a different blade), drill(also one with screw driver attachments), sewing machine.
