I was among the people whom were arrested, we had a valid refugee documents and when we tried showing them they didnt listen and continued to arrest us. Many of these people whom were arested had a valid visa or valid refugee ID from OPM. The ugandan government specially the immigration center police has mistreated us and we spent there a night yet we had our own tasks meant to complete on time. TIP: if the UG government wants to deal this way with foreigners, they must not welcome at the begining.
As an Eritrean who was raised in Uganda and have stayed here most of my life, which I’ve loved , I understand where the Ugandan government is going with this as it is done in all countries including in Eritrea, most of these people have refugee documents and not passports or visas, or the ones that have passports don’t have visas because of how expensive it is as most of them are either low income earners or not earning anything and being fed by relatives or family members abroad, If they have refugee registration and since Uganda does receive refugees with the support of the UNHCR then they should be let go but if they have passports, the immigration fee for visas should be at-least reduced since at the moment it is more 300 USD for 3months ( most of this people don’t work so they can stay indoors avoiding immigration officers but if the price for visa is reduced they can pay and have no excuse) Am sure there is way more than this number that you have yet caught just staying home, this numbers are just 1% of the ones staying in those areas. And yes as the stereotype of the Ugandan citizen thinking that all foreigners have money believe me this people have nothing.
The truth is that many have no choice. Imagine if your family is held hostage by criminal gangs at home. Imagine if the gov. next door sends you there for remittances which they keep. Imagine then that the Ugandan gov. itself wanted cheap workers at one time and now they don't. All 3 can be true at once, btw.

Just record them and get those with legal Busness or productive businesses work and pay taxes.
