The scam: An agent claiming to be from the CRA will call and threaten you with jail or court charges for unpaid taxes. The scammer will attempt to get you to send money immediately through wire transfer or a prepaid card to clear the charges. Absolute scam, the CRA does not operate this way. If you encounter this type of call, troll them mercilessly, then report the number.

Not necessarily. The CRA has to provide services in both languages but that doesn't mean every employee speaks French.

I was called from Immigration Canada and the CIC saying that the embassy in Islamabad was "suing me", and they wanted to verify my info, when the started asking for my personal info.
I told them they should have it and they asked if I was born in Pakistan and I replied that I was born in the US (I was born in NY.
Then started hitting them with french and that's when they started swearing at me in Hindi, fortunately, Hindi/Urdu is my first language (I speak both English, and French fluently along with Urdu) I swore back.
I then sent that to the real CIC as they were quite interested in this. I then told them they didn't speak french when they told me that all agents are trained in both english and french and that they would issue a release that these calls are scams.
That was a good day.

I found your videos after one of my mums elderly friends was tricked by a tech support scammer and I took an interest in these things, I wanted to do something to help people avoid these despicable scammers, keep up the good work, you're a legend!
