i am a big fan of all the dragons, but as a commander player they are definitely funky to use to their fullest potential. in formats where you could run multiple of them, triggering the legend rule on your own dragons is certainly something you could consider utilizing in those format of decks
I got a Kairi Commander deck and I don't think I could recommend running it in the 99 of just a spells matter decks. That's because your opponents typically know when you need its deathtrigger the most and won't give you opportunity to kill it off then. So unless you have some way to copy or sacrifice or copy it somewhat consistently, it'll struggle to have much impact. Btw don't sleep on the bouncing part of its ability: Bouncing 6 mana worth of stuff is ok in a pinch, but where it really shines is against tokens, be it creatures or treasures.

Unless it's copy tokens, then you're still screwed.
