Yeah, the waterfall is about waist high and 3 or 4 ft wide. Water goes over a rimstone dam area. It's down the righthand tunnel at the split. I imagine that's where they turned the boats around. I was in there about 15 years ago. We went to the waterfall and back out on foot.

These caves are cool to explore. If I ever happen to be there I would like to check it out, but looks like it's accessible only by boat.

No, Sequiota is explorable without a boat, but you'll get waist to chest deep wet when you have to cross the channel.

The cave tour info is on the Springfield park board website, they’ll usually post the tour signups a month in advance .
I'm almost positive you aren't supposed to do that.
This tour was authorized and guided by the city park board.
