A large percentage of the persona 5 community seems to believe that Okumura is the hardest boss in P5R. I have to disagree as Okumura becomes quite easy once you figure out the required strategy. No, the hardest boss in Persona 5 Royal is Lavenza.
And for those that didn't know, you can find the secret Lavenza optional boss fight in Mementos and she really is a SUPER BOSS and in my opinion, the HARDEST BOSS in Persona 5.
