It was also said that the use of cluster munitions against Russian military targets in Crimea are ineffectual and pointless from a military standpoint. On this basis, by using anti-personnel devices, the missile strike that caused the death of several civilians can be rightly categorised as an act of terrorism.

The "c" in President Arce's name is pronounced like an "s", by the way.
I'm not completely on top of this coup-story, but it was very strange: the whole affair played out on just an afternoon... Why was this coup so easily crushed? Why was this general Zúñiga not capable of preparing his coup attempt more thoroughly? He immediately did not get any support from any of his colleagues...
Rumours are going around now that President Luis Arce orchestrated the coup to boost his popularity. Because the economy is doing badly: already since the start of this year there is (off and on) insufficient gasoline and diesel for transport (long lines at the pump stations.
The reason for the economy doing badly, has (I suspect) to do with the diminishing revenues from oil and gas exports, because those oil and gas fields are getting depleted. This became apparent already some 15 years ago, so what was said then is now starting to play out.
Despite the problems, I still look favourable upon President Luis Arce's government, but he's in a bind: high government spending on subsidies of basic necessities, free education and basic healthcare for all, a basic pension for all; on the other hand diminishing revenues from oil and gas and other exports. So he's in a situation of "damned if you do and damned if you don't".
I hope it doesn't turn out that President Arce orchestrated this coup to boost his popularity, but this was the public accusation of General Zúñiga, when he got arrested yesterday evening. But given that there seemed to have been no decent preparation of the coup and that it failed within 4 afternoon hours without firing one shot, it certainly seems very odd and orchestrated.
Lesson I learned from you, Alexander: lets wait and see for a week or two, to see what else comes bubbling up...

Here's the thing about all these US phone calls, communiques, etc, to the Russian State after the errant missile, at best, that killed civilians in Crimea. How can any assurances made by the US be taken seriously by the Russians and how does accepting their "words, apologies and/or assurances", calm the anger of the Russian people? I have no doubt the Russian people want a vigorous response to what happened. Allowing this to pass unanswered, by the Russian state, will only tolerated for a short time, by the Russian people I'm sure. And I don't blame them for their anger. I'm sure the Russian people understand what's at stake with escalation, however, there's only so much abuse one can take.
