The problem is that all governments import goods and services, including loans from other countries. They are not necessarily a drain on the economy, they represent actual value to the importing country. The Indian government imported vast amounts of equipment not merely for railways but also armaments and civil infrastructure such as the postal system, roads, irrigation etc etc. In practice, this introduced into India modern government and commercial systems together with their technologies. Indian capital was not available for these purposes and could not do the job, at least not until the first few decades of the 20th century. The council bills process enabled Indian currency based on Silver to be exchanged for Gold based European currencies in London. The council bills were sold to British importers who could then use them to import Indian goods. It is however true that some government purchases might have been made domestically within India. Could the government have employed largely Indian army officers who would not have required pay and pensions payable in sterling? Was it justifiable to use the Indian Army elsewhere in the British Empire at the Indian taxpayer's expense? Could the Indian Heavy Industries have been developed sooner?

It should be obvious that a calculation at a 5% compound interest rate to the year 2016 and beyond should not be represented as the "drain" on the Indian economy 1765-1938.
