i have a couple theories for Anasui's gender.
1. It's completely diegetic. Anasui altered his body purposely so he could enter the woman's wing and watch Jolyne.
2. Araki wanted to write a lesbian character, but got pushback from his editor about making the female protagonist (who the editor already did not want to be a woman as we know from interviews) end up with a woman. this seems very likely to me.
3. Araki wanted Anasui to be androgynous, but he felt like he leaned too far feminine, so, since the clothing is already so fem, he made his body look more masculine while keeping the hair long and the outfit feminine to get a good balance of gender.
it's possible that multiple or zero of these are true, but i think each make sense in their own rights. though, considering 3 is basically confirmed, i guess that's definitely true and is more me talking about what *specific* traits are meant to contain the balance.

I've always headcanoned that Anasui was Trans or Gender fluid and appreciated the fact that Araki wanted to make a character like this that you normally wouldn't see in a Shonen manga.
I've always headcannoned this too!
Pretty Much Araki screwed up making him Adrogynous and drew him too feminine, which he later fixed.
Driver down is my only answer to explain Anasui's gender.

my personaly theory was always that Arai just changes his mind about certain things and alters things when he changes his mind without warning. My theory is he had a different idea for Annasui's design initially and then changed the design when he next appeared (likely to mix up the physical genders of the characters involved)

For the anime I think they could have made it work to make him a her for the entire show
