But more often than not it's because they need to ensure playability and consistency across all devices and use cases. Especially with a game like this that runs across multiple consoles. And also to make the game secure against cheats (yeah I know, ironic considering what's happening). It's relatively easy to make a mod on your own that works on the surface and upload it without responsibility - but when you need to ensure a game works no matter who purchases it - every decision u make (including how the game looks) sort of needs to be foolproof. Sure this mod looks amazing here - but I bet if you played it long enough, across different systems and even under different maps/weather conditions it would break a lot.

They stopped selling 2020 because they were barely selling 2021 and 2022, and 2022 had a mixed rating on Steam because people claim the physics aren’t as good because the cars are too slippery, but having played both I think they just all suck at the game. In fact, I think it’s actually slightly more realistic and challenging, but in a good way. Happy purchase.
