This would probably be more aptly titled "Corgi Instinct Test"...When my mini aussie had his instinct test with one of the top herding trainers in the world it was exactly like this, we just let him chase the sheep around for a few minutes.

They absolutely can. Corgis have been used to herd sheep, cattle, and pigs. The video ought to make plain that although they have short legs, they are NOT slow.
Herding needs are the exact reason why corgis had short legs. The signature traits of corgis - the height and the lack of tails are both primarily for herding.

They were bred short so that they could slide underneath cattle without getting kicked.
