What I don't understand is why there is a condition where they need to train our troupe first? Trust? Inferior? Primitive? Why do they insist on that and why did the government agreed to that before? I agree with BBM they are stablishing a base not an agreement.
Just to show that the US can be trusted, which I believe will give the impression that the US will "help, and for the sake for staging a naval base.
