He did teach Haki, Haki can't be trained outside the danger of battle, the only way to keep putting Luffy in that scenario without being in front of bandits or pirates that could actually kill him is to put him in jungles with animals.
You can't just train Haki, it needs to be blossomed, it isn't a technique.
Haki can't (Effectively) be trained through instruction, but it can definitely be taught.
Conqueror's Haki has to be awakened first, but basic observation & armament have been taught before.

I have an idea what if like in cannon ace had whitebeard logo on his back what if they do the same thing we’re all the brothers have straw hat luffy flag logo on their backs or just some logo on their backs to represent the the brotherly fleet 14:20
It’s also true that if luffy has low levels of these types of haki all through his adventures he would evolve those abilities and also evolve them to the advanced set once in the new world but since got haki early his mostly is going be strong then when he had haki in new world in cannon 7:17

I think you should give him gear 4 but have it be different bc his gears are just based on what he needs and wants to do with his imagination so i feel like him unlocking them this early hed have come up with something different and as for gear 4 maybe a less haki inducing version
