These people have been consistently depicted as being "normal size", meaning there's a huge correlation between how tall one is and whether or not one is also a seafarer (collective reference to both pirates and marines).
It is known fact that the ocean breeds larger creatures than on land due to the massive 3D space it has, and how weight distribution works. Doesn't make sense for anyone ABOVE the sea, but fictional universe can bend rules as it sees fit to make for fun ideas.
