he probably turned on that child protection settings on this video by accident , it removes some features like not being able to receive notifications by this person and sometimes not being able to comment on the video that has child protection mode

I read somewhere recently that Towa has the highest percentage of overseas fans among all the Hololivers, even higher percentage wise than Coco.
