More seriously, the in-game chat is basically an IRC chat with some modifications, so if you can write an IRC bot according to that, then you have your bot. The only caveat in this case, is that you can only log in with your own account as having an account for the bot would count as multi-accounting. You can't message yourself according to Bancho, but the IRC protocol allows you to do that, hence why he receives a message from himself (his bot)
