I think that is alcatraz island and it was really supposed to be in the game but unfortunately rockstar developers removed that island it was supposed to be in the north of san fierro not near los santos I dont know why rockstars keep removing good things they should have made this into the final version btw great mod and please change your channel's name from madd carl to modd carl
