Personally I boil down the chunk restriction to "I can't leave my chunk," so I'd say the tree would be fair game so long as you're standing in the chunk. That being said, I also think it's fine to kill stuff that wanders in, use ranged to lure stuff in, or telegrab stuff; so long as you yourself don't leave the chunk.
My experience is that you can use it if you can stand in your chunk and access it - but it isn't required as a chunk task. Also, since you couldn't access the willow trees, you should've back logged them in the agility shortcut chunk. Also, since you added in the willow tree tasks - you have to manually add/subtract them for future reference.
@@Shifty-osrs I'd also be in favor of retroactively completing chunks where that gave you an artificial grind. IE - the agility shortcut and draynor manor chunks. Since you couldn't access anything else inside your chunk. :)
i think as long as you don't actually leave the chunk you can interact with the world around it. it's a little bit cheesy perhaps but you aren't doing a particularly standard chunk challenge as is. stretching the rules, yeah...breaking them? nah :3

Thank you for the feedback, that's pretty much the conclusion i came to as well. Anything i can do while standing in my chunk is fair game.
