And he's an enforcer, or at least was one, and he, maddie and "fishguy" were seen EXPLICITLY fighting the chemtanks, so when we know there's a potential traitor above ground, would you risk picking random folk that could be a double agent, or would you trust the people you bled with on the batterfield and literally protected eachother's backs against the known enemy? And while we see him enjoying a drink and being down on his luck in an alley, vi was there too, no difference in circumstances. We just happen to know Vi as viewers but we dont know shield guy as viewers... We at least know that the guards let him in as an officer (and vi was his +1) at the gate even though they didnt have a memorial invite, so he is at least a bit respected or known as a piltie enforcer by colleagues at the gate when they just waved him in... maybe he's a homeless veteran, known around the active force, but just down on his luck. And again, trust those who fought alongside you, not those who just said they would.

This protected her and Jayce from the explosion. All the others got hurt or died. And I believe her mom ran away from Noxus because being with Mel could be the only way she’s protected (episode 3 will explain why she’s hiding in Piltover)

This series is one of those rare times when business and art manage to work together to achieve something great. Honestly i feel like these three episodes were kind of a mess, i know they are building into something bigger, but everyone is kind of in their own Quest, a lot of things happening at the same time and so fast, a lot of new faces too, with very little involvement, i think this season need more episodes than 9 to tell everything they want to tell without rushing through it.

The moment he talked about that event, he was able to show in the scene where the rain falls through the broken roof, there was a circle in the room, seemingly untouched by the rockets explosion. Mel and jayce were standing in that spot, so the idea is some kind of protective barrier, or an even deeper reason connected to another character in the lore, saved them but not the others.
