if you want to complete the 'achievement' you will need to keep those glowing hotspots to constantly keep that blue bar above your head alive for one complete build. Check out the Wiki page for more. The achievement is called 'Perfect Build'.
I would say probably not. It is, for one thing, a skilling hub. If you're already done skilling, I presume it's of little to no use for maxed. Although it does allow you to quickly teleport to an invention table and archeology table right next to eachother and a bank. Seems to have also replaced lumby as the portable location.
In the quest guide you didn't mention you need to go around finding the people to run the place (the priest in draynor village, the barbarian woman etc)
I still prefer to move around the game to prevent burnout and keep the adventure flowing. At max graphics the views are part of my gaming experience. I don't think I will ever engage in this update.
more anachronia workers, more port success, new feature to hold your approval rating at miscellenia, more invention energy... lots of reasons to build the fort even if you dont come back
you don't even have to finish the quest to unlock it, you just kill the zombies and it's already open, you only need to finish the quest for the loadstone and the buildings themselves. but if you just use it as a replacement for portables then just kill the zombies.
The Fort is actually really awesome and I don't mind building the actual stuff, but the quest and pointless millions of "Walls" you have to build is annoying.

it's mostly afk and takes less than 4 hrs to complete. so in the grandscheme of things, it's not that bad at all.
