The puppets are quite large, I don't think they've ever sold anything that size. They're also probably a higher quality than the toys due to their heavy usage so they probably do look more like the signature range

He's called the prospector in the Woody's roundup show in Toy Story 2. The evil part is probably specific to the toy from the film rather than all Stinky Pete's as he is the villain of the film

I have no idea. In the Mickey puppet show they sometimes perform I think they use a mix of languages then too
