Well, to the atheist, that asked the question, from the beginning, God originial creation was not distorted with evil. Everything was in sinless perfection, the origin of evil and sin was the beginning of mans sorrows! One of the greatest distinction of God creating man was that not only we were the image and likeness of God, meaning that we were created with God-like atrributes, we were given a powerful but yet destructive thing called the power of volition or the inclination to CHOOSE!
First off, no one created God; he has always been, is, and will forever be. Of course it is weird for us people to think that God just existed forever. One thing we haft to remember is that he is not limited by OUR human understanding or limits. Next yes God did create heaven and hell. He did not create the bad things that you say such as terrorism, and pain, WE did. He gave us our own free will and choice. The BIBLE explains it perfectly and better than I ever could!
