The EXP reward from the journal is always 50% of your current level, the objectives can be completed on any job and then handed in on the job you want to get exp on. Delaying until the next monday isn't a bad strategy if you're actively leveling something and want to get the most EXP out of the book without giving up a week.
It's worth mentioning she seems to hold a bit of a backlog of books, so if it's been a bit and you hand over your book if it's been nearly two weeks you may pick another one immediately. I honestly don't know how many she holds for you, but I *think* it's two?
I don't think she necessarily has extra books for you. Since there is a new one out every week, and you can technically hold onto one for up to 2 weeks, if you hand it in during the 2nd week, you can then pick up that weeks journal after. So in the end you still get 1 per week, but can complete 2 in one week if you hold onto one for a little while.
I am just stuck getting second chance points. No matter where I go all the people have done them before no newbies. Coils 1 was good because of the even but now even as healer takes an hour to get in.

Could just be unlucky. Sometimes I get one every other duty, sometimes I don't get one for a day or 2.
