Is NH4 polar or apolar? Because even tho the vector cancel out it has a charge

Apolar. The charge doesn't affect the dipole moment which is zero. As you say, the vectors cancel each other out. NH3 is polar, as the three N-H bonds do not cancel out: Nitrogen has a lone electron pair in NH3.
