The 2 leader were not elected, so they were not qualified to make constitutional changes, only elected leader under democracy; representing the populace are allowed to make such changes, because somebody broke into your house does not allow him to sign contract on your behalf. There should be representative from every region at a meeting to amend the constitution. Like 2 people signing American constitution.
