Same alien as the alien interviews. Whoever made these has some insane skills. They don't even look this good in films. In the interviews you can see part of its head pulsing as it moves in certain ways. Idk but these look seriously real. Not saying they are but would we believe it either way?
It's because it is real and they've added effects and filters on top of the original footage to make it appear as if it is Cgi.
people need to remember that project bluebook was a thing in the late 40s, this is all footage from 1945

If this is CGI - it is extremely good. We can see some very complex random movements of fingers, head, waist... And the alien is actually balancing with random movements of hands and shoulders. What kind of CGI tool can do these things ?

at 10:00 when the left foot lands, it is unstable, motion capture with keys not cleaned entirely.
0:21 to 0:27, the feet are sliding on the blocks. when you are animating something with such small feet remember how much weight would be held on such a small surface, that would be a lot of pounds per square inch compared to a human

The talking is separate to the visual and the sound of boxes creaking under pressure. The speech is broken yet the visual doesn't break at the same time. The feet are so strange and I can't say this is real footage. There are ways to get this artificially. Would be interesting if any of it was real, but I can't assume that.
