its fixable as far as i know. Lips peel off all the time and regenerating to replace peeled, so after to begin to care about them (brush them after brushing teeth, use protective wax thing when go outside) they quickly become healthy looking
Putting lip chap on already dead skin is pointless. Apply vaseline to your lips and leave it overnight, it'll loosen off that dead skin enough that you can scrub a lot of it off in the slower the next morning. Consider getting another toothbrush just to scrub your lips with. Also never lick your lips.

Just drink water. My lips are fine, and I don't use chapstick, Vaseline, or anything like that
