You know, that "a puppet" line is actually the smartest insult here because it works both ways because (spoilers for persona 5): Joker is literally a puppet, being controlled by the player (not in universe but from our perspective). Meanwhile, Akechi is a puppet in the sense that he is being controlled by his father and manipulated into doing horrible things. I don't know if this was intentional but if it was, its really smart.
