Rose is clothed because (ignoring demonetization etc.) she doesn't connect with Pearl on that intimate level of trust fully. She probably never did with anyone after leaving the Diamonds. She always kept some forum of secret from everyone, even to those she cherished the most.
I feel like rose quartz fanartists have to come to a point in their art careers where they have to absolutely commit to drawing and rendering massive amounts of hair. Either that or a pact with the devil.
