The standards for the police academies are too low. Six weeks, even six months, is too little time for this very important of law enforcement. Swearing an oath to the US Constitution is meaningless unless they know the constitution and case law. I think that a minimum of two years should be required.
Other professionals, like Prosecutors, Judges, Lawyers, Doctors and Engineers, need to take exams to ensure they are knowledgeable. This is especially important when public safety and threats of criminal punishment are made. It is well documented that 1st, 2nd and 4th amendment rights are violated by law enforcement who do not know or pretend not know what these rights are. Law enforcement personal should be required to take qualifying exams of the fill in the blanks type so they must recall what they have learned not just recognize it as with a multiple guess test.
This plays into the concept of Qualified Immunity (QI). Lack of knowledge is no excuse except if your a police officer or sheriff. Actually this applies to many government officials. When decisions must be made quickly, like when an acorn falls on a police vehicle, a quick decision that the noise must have came from the handcuffed guy in the back seat who had just been search for weapons QI applies.
Not only should the law enforcement be qualified, the police academies must meet standards too. If their student’s failure rate rises above 10% they would loose their accreditation. Or if there is a pattern of failure to adequately teach part of the curriculum they could attempt to reteach that part at the academies expense or loose accreditation. These high standards for police academies are necessary to curb the affliction of harm on the general population that the present police academies do by qualifying aggressive, fearful people who do not know the laws. It is the failure of the present police academies that often inspire hatred of law enforcement. We need better law enforcement.

I will also say this. Strictly in my own opinion, militarized and over-equipped security guards dealing with the public is not a good answer to anything. And given the guards behavior on display here, I think it's safe to say that they appear to be poorly trained. That's dangerous.
