Thanks for uploading this. I have the UK version of this strategy guide that exactly the same except for a different cover and foreword. My version says it was "from the makers of Nintendo Entertainment System/Mean Machines Sega"; two UK game magazines from back in the day, however I guess they just licensed the content from Capcom/GamePro's publisher. UK game magazines would rarely go into this level of detail (they were better known for their humour and attitude). However the sequel guide book for Super Street Fighter 2/Super Street Fighter 2 Turbo released in the UK a year later states as being from Capcom/Gamepro.
Oh wow. Interesting history behind it for sure. Guess these must have originated with the devs.
