Basically, Polish government escaped the country when WWII started and formed a secret political and military entity in the country. It was large enough that it even took care of stuff like education and social services, and is still considered to be one of the largest resistance groups in history. The name of the entity was Polskie Państwo Podziemne, which translates to the Polish Underground State, as it was hidden from the Soviets and Nazis. Therefore "voices from the underground, whispers of freedom" line in the song probably refer to members of the state and all poles in general taking action against the occupiers in the form of the huge Warsaw Uprising of 1944, which unfortunately was unsuccessful.
