I was going to ask why they were so small, then I saw the limits shot at the end.
I've never tried trolling for them. Similar to walleye on the bottom at a low speed?

Maybe similar but with the Fish Flash you can troll any speed. Halibut are curious and aggressive so super slow speeds probably aren't necessary.
