In the mog shop, in the Wind and Water veritas shop, you exchange the medals earned from completing the required quests that drop the green medals, for the shards. If you haven't completed the wind veritas bingo board, you can tap on any uncompleted section of it to and it will take you to the linked quest it requires to unlock those medals. In the Legendary reliquaries, you complete them and it drops more green medals for exchanging in the mog shop for shards and mindspheres.
