If that 200 amp fuse was involved in a 3 phase grounding or short out incident, change all three fuses. The fuses that read ‘good’ may be partially blown. Sounds dumb but inside the fuse are multiple parallel links. Sometimes some of the links melt, and others don’t. The 200 amp fuse is now a 100 amp fuse. Only way to tell for sure is to put the suspect fuses in service and shoot the starter with a thermal camera, it will show the partially blown fuse.
