There is nothing like "24hr economy", at least not in direct policy arrangement. What happens is that a growing economy will always necessitate some form of productive expansion. In the "developed" countries you have mostly manufacturing industry running around the clock. This is driven by demand not government policy.
To the extent that government policy can affect how these industries operate, it is indirect. For example favourable tax regiment, working institutions, infrastructural development and maintenance, indirect leads to growth and all these are areas the government is either slow on or just downright abysmal. We have failed to provide stable electricity since at least the late 90s. Electricity or power generation more broadly, is the backbone of all these 'developed' nations we love to point to. You can't run an industrial district without constant power and we are appalling at power production and distribution.
The government should focus on building these infrastructure and strengthening institutions and the economy will adapt by itself. Strong infrastructure has always been and will always be the fundamental for growth and development.
