Context context context. 4M with Tagaytay views, including land is pretty damn good. Nearby properties of similar footprint are selling for 10M-15M. In light of that context, budget is limited.
You obviously have not experienced building a house. 4M php in that location is modest.

This cabin is located in an exclusive subdivision with 24/7 guards and a perimeter fence. The mayor resides in the village so it is very very safe.
