Joe Chill worked for Lew Moxon. When Bruce was a young boy, His mother and father went to a costume party. Bruce’s father wore a Bat-Man costume that he promised to keep for Bruce. Someone was filming the gala event. And when gangsters attempted to rob the event, Thomas Wayne fought back for a bit before they threatened the other guests to make him come along quietly. Boss Moxon had been injured and they needed a doctor to help him. When Thomas Wayne was taken to Moxon’s hideout, he managed to take down the gangster and his thugs in typical Batman fashion. Moxon swore to get even with Wayne and Bruce realized after reading about these incidents, that Joe Chill was hired to kill Bruce’s parents. Years after he and his wife were killed, The bat flying through the window subconsciously reminded Bruce of his dad’s old costume. Bruce then used his father’s costume to confront Moxon for his crimes. Moxon recognized the costume and fled in terror but was hit by a fast moving truck and died. As for Carmine Falcone. He was just another mob boss who had grown powerful in the intervening years and was running various rackets (and public officials) when Batman started operating…..however, he didn’t appear in the Batman comics until the Batman: Year One storyline in Batman 404-407
