They're just eldritch creatures representing the concept of predators, her whole thing is that she's from a universe where every living thing is a Servant. If they die they'll just come back, except for her, she's true absolute death, if she kills someone they're GONE for good, making her the one true predator.
She's a beast from the servantverse because the beings over there have reached immortality. They can't die if they're body gets destroyed they just reappear after some time. In this world humanity is similar to the servantverse because they also can't die since they're AI, if their bodies get destroyed they just make new ones. I'm assuming the similarities of humanity's sin is why she manifested. Underworld gods aren't happy that humanity is immortal in the servantverse and ereshkigal there is a primordial black gravitational mass that threatens the servantverse universe.

When Ereshkigal experienced an instinctual aversion to Dubai (bc she sensed its true nature from the start, on some level), that was when Anki Ereshkigal made her move and merged with Ereshkigal’s saint graph.

Basically somehow theres some glitch when eresh got summoned to dubai by chaldea bb. Somehow, someway Ereshkigal from the servantverse overtook this instance of chaldea ereshkigal, now it's as if she's a different being altogether. This also means this ereshkigal can't be summoned back to chaldea. Think of her like a copied file of ereshkigal that can't be brought back to a cloud server to retrieve remotely in chaldea again. In the servantverse humans are immortal since they're spirtual beings that have no end to their lifespans. In the bb dubai timeline humans are also immortal because they've mastered tech of uploading oneself to artificial bodies, if it's destroyed then just make a new one. Both timelines have immortal humans, eresh is very unhappy cause underworld gods are essentially jobless. Eresh wants to end humanity in this universe even though she's a beast in the servantverse cause they're essentially doing the same thing here. Regardless what universe her purpose remains the same, destroy immortal humans who've destroyed the concept of death
