    Bumper pulls still have their place; however, the type of hauling you are doing has too be considered, are you going to be going down the road to rodeos, horse shows, or competitions for various disciplines, then yeah a goose neck is your best bet; whereas, if your just hauling to your local vet, horse show or sale barn, a bumper pull can work just fine. Speed is the culprit that causes most issues with imbalanced loads, and hence trailer sway, and it can happen with goosenecks\fifth-wheels as well. The higher the speed the more unstable the combination becomes.
    Another overlooked aspect is tongue/pin-weights, if you are overloaded here it can cause you to be light on your steering axle, conversely, if you are too heavy at the rear of your trailer, your drivers become more unweighted,(a issue pick-ups have before you hook to a trailer), both of these situations will compound themselves in an emergency stopping scenario, Like you said, it is not what you can pull, it is what you can stop.Speaking of stopping, I think I will, even though I could go on with this topic. . .
