It’s a direct as that. Any case number above 55k. And it can be lower or higher depending on performance of your embassy and number of derivatives. For example, in Dv 2024 ,most winners up to even case numbers of 60k got visas. But that’s not the case with DV 23 and Dv22. 56 k and above is the approximate starting point of high case numbers.

It’s the default starting point and in any case with diversity visa, we don’t pay NVC any money. It means your ds260 is not yet processed.
