Shredded newspaper works best in my vermicompost system. I also use shredded cardboard. Copy paper does eventually break down but it tends to clump together more. I prefer to mix the micro shredded paper with used coffee grounds to turn it into bedding for Red Wiggler worms.

I use shredded brown paper grocery bags to mulch around my plants. Junk mail has chemicals.
"As for using brown paper in a vegetable garden as mulch or compost, it is generally safe to do so as long as the paper is uncoated and free from any contaminants. Brown paper bags that are used for packaging food items like groceries are typically safe for mulching or composting in a vegetable garden because they are made from natural fibers and do not contain harmful chemicals."
