No, seems vacuming only required when long copper wire needed between outdoor and indoor unit and has a joint For us, the 3 miter pipe which came with ac was enough and no joint was done.
It’s never like that the parts won’t be available . Basically you need to enquire first in your local electronic shops about the service of the Brand. Maybe the service availability of carrier in your area is not strong. Hope this helps

It takes around 2 mins, sometimes 3-4 minutes because it does some internal cleaning before switch off and then blinking stops
