The thing is, no one in Tommy's family is safe from them. You can move to a small farm with whoever you want to be with and still get hunted down. Ada manages to live by herself but that's only because Tommy had a lot of security for her. As long as Tommy is your brother, you will never be safe from his enemies. Ask yourself this: in season 4 when they were all split up, do you honestly think Tommy would've ever bothered to be with the family or bring them back together if not for the war against the Italians?

John also says that they are treated like Toy soldiers. Giving them money doesn’t make it ok when your life is at risk.
