Mr. Jack was a pot smoker and dealer which can be explained by the lyrics " is that the mouthwash in your eyes?/ is that the cause of your own demise " which both reffer to his bloodshot eyes (side effect of both pot and stress)
I think it’s about all 3 of them, because at the of the song it is in the prospective of the police officer. Or it could be about a pot smoker, and a police officer who’s undercover as a drug dealer
What I know is the song is about the police misusing their own power and position to arrest who ever they want to without a good reason, Mr. Jack is a man who drove drunk and the police stopped him and arrested him and his family

Смотрю на подобное стойло и сразу набегают мысли о ничтожности и бессмысленности человечества. Неужели это и есть общество.. Наверно чтобы править миром - нужно связать людей одной идеей и одним интересом, тогда каждый будет готов даже сдохнуть ради того кто придумал идею и этой самой большой идеи которую хочет воплотить каждый участник этого движения. Возможно стойлом захотело править больше людей чем один человек и у нас образовались народы, страны, города. Жители которых относят себя к определенным критериям, видимо и разные языки это последствия людей стремящихся к какой либо уникальности. Из за этих разделений на левых и правых теперь все имеют своих лидеров и свою приверженность к какому либо государству где каждый её гражданин видит свою страну лучше другой. Отсюда и все войны, кровопролитие и беды. Да я с вами мать его Гитлером скоро стану.. Хотя хрен его знает возможно его движение и стремилось к тому чтобы очистить цивилизацию где будет один народ, одна цель, один язык, одно государство, одна вера и одно общество. С такой силой нам не то что космос, а вселенная бы покорилась. Что то в этом есть.. пойду еще курну.
