Usually (2019 was cancelled because covid) every year towards the end of February. You can usually find more info to it online, it's probably the biggest cultural event in Lucerne

It‘s about „scaring“ the winter away, while also celebrating the arrival of spring. Thats why people wear costumes, and make loud music. But tbh, everybody just gets drunk af and has a good time.
