@@Romchikthelemon It's actually both. Hiroshi's father stood up to the Yakuza and barred the casino and Hiroshi's always picked fights with a lot of people and the whole gang at once to prove his manhood, he's is not a pampered brat of a bureaucrat, and to prove he is like Kunio to a girl. who in turn falls in love with him at the very end due to his soft-spoken fragile side ((that had to take a while really he is really a good fighter and can take his hits as well)). Kunio fights cause he's a loner, his friend Hiroshi's was a loner and rescued him and his dad helped him out Kunio's family was killed by the Yakusa when he was a kid or he was just abandoned and left in foster care and ironically the girl Kunio likes loves to see him be dominated and fights on and is best friends with the girl that Hiroshi likes. He usually fights on those who pick on the weak or bully and beat up people by using sheer numbers instead of one person. The first fight is cause they are freshmen and that senior really picked on the wrong guy and Hiroshi was hitting on that girl that the senior also liked. So in return, he brought his gang with him and jumped Hiroshi. He also was part of the Discipline Committee of the school so he can get away with it. He hanged out in the subway after school and had a small gang with him. Kunio being Kunio jumped them in the subway and thrashed them to a pulp The second one is Mr. Big's son when Hiroshi discovered Mr. Big's son was at his school and brag about his dad, what he can do and who he was and boosted to everyone about it and hit on that girl that Hiroshi liked and offended her (I forget her name and Kunio's girlfriends' name.. they have a game on their own now you can buy for PlayStation x box, etc ). Hiroshi, in turn, beat him up on the school rooftop telling him to never talk about this or disrespect her ever again. Hiroshi was then jumped after school from his own gang that he formed mostly from his Father's influence but a lot from his own which lead to a fight at the working pier in the outskirts of Toyko industrial district. Mr. Big did not retaliate to teach his son a lesson. Plus he really didn't know who Kunio was. The third one is Birtha's girl school gang. Turned out the girls they like were friends with Birtha and Birtha is very protective of her friends and, of course, is a degenerate at school and runs a group of degenerate girls. The girl Kuino liked was talking about how he was like and everything. While she took offense to that then decided to test Kunio so call fighting sprite so in turn, she arranges to have his friend beaten up which leads to the fight at the adult district.in Toyko (or where ever city they are from) , Birtha likes Kunio by the way and after that fight, the girls leave them alone unless Birtha is not around. Birtha The last fight leads to MR Big who was the Yakusa boss of that area and etc and the investigation he decided to send a message to Hiroshi's dad by putting Hiroshi in a hospital by jumping him after school with his gang. Turns out that Kunio was there and chased the Yakusa against the advice of everyone to the business district and well basically pounded them to death. The ending is well Hiroshi thanking Kunio for being there

Why is his classmate always getting beat up?
According to "Nekketsu Kōha Kunio-kun Special", it's because Hiroshi's father is a legislator who stands against making of yakuza's casino.
