We do that cause it's a pressure point, not sure about the whole jump thing though. Way I was shown was to get control of both their arms, pull them straight back behind them and put your knee in their back and if you're only trying to apprehend them bring them down to the ground slowly, if your going for a kill... there are much better ways of doing that. I guess they're going for a quick stun before the finishing blow, theatrics and all that.
