My best guess is that it's a urethane expanding foam. It's not latex foam and it appears to be much lighter than a silicone foam. This is a display piece and so it has to be durable and last a long time and a urethane foam is good for that. That's my bet.
The only odd part of this is that, after showing us all the work that went into the head... we don’t see the final display move at all, except for a quick blink!

Would it be creepy if they do many giant animatronic heads with inflatable air bladders balloons underneath skins, like a man physically changes himself into a giant manor a giant monster man? I think that would be horrifying, but on the other hand they should do it and make monster sci-fi films about it!
What becomes of this prop after the exhibit ends? How long will the silicone and/or foam rubber remain realistic or pliable? Was the live model ever photographed with the end result?
