Then you pick up your car at the impound lot and you get it back after paying the fee. You only have to pay for the tow if it's your own car you are getting towed, for whatever reason.
I've seen it so much in Europe, and I always wondered "How do these people get out?". I would see like 10 cars boxed in, an apartment's parking lot sometimes. The logistics is lost on me.
